Competitive Harrisburg Association of Marksmanship Programs (CHAMPs) is a volunteer organization whose purpose is to promote youth conservation education and marksmanship programs and to teach safe methods in sportsmen activities, in abidance with the bylaws of the host club, Harrisburg Hunters' and Anglers' Association (HHA). CHAMPs shall encourage the growth and development of exceptional marksmanship programs that complement and expand the opportunities of the competitors within those programs.

No officer or volunteer receives any type of financial competition. Everyone involved assists with fundraising efforts so the programs can continue to be offered at no charge to the youth or their families. HHA does not require any family to be a member of the club for their youth to participate in the programs.
